The Port of Portsmouth Industrial Commission approved the minutes of its March 24 regular meeting by roll call, 6-0, then heard its treasurer present unaudited financial statements and a preview of the FY2027 proposed budget.
Madam Treasurer Ms. Council presented March 31, 2026 unaudited figures: $904,000 in bank cash, $1.6 million in grants receivable, $1.9 million in liabilities, and a reported net position of about $1.2 million with a year-to-date increase of $7,889. She said the commission had recorded no operational revenue so far and that total operational expenses were $400,486, with interest income of $12,375 year-to-date.
The proposed FY2027 budget shown to commissioners projects total operating revenue of $265,000 (including a Commonwealth Opportunity Fund line), total operating expenditures of $665,652, and $11,088 in reported investment income. Line-item changes described by staff include reducing contractual "other" and trimming business development from $15,000 to $10,000; the community grant line remains at $10,000 with the board reserving the option to increase it later.
Commissioners asked how pending land sales would affect the budget. Staff explained that if the Burton's Point Road properties close in FY26, associated maintenance costs would drop out of FY27 and lower grounds-maintenance and development-property expenses in the adopted budget. Staff also clarified the schedule: the commission was not being asked to adopt the budget that day but was asked to review the materials over the coming 30 days and return in May for a formal adoption vote so the budget would be finalized before the new fiscal year begins July 1.
The meeting record shows the minutes approval as the only formal PPIC vote taken at this session; no final budget action occurred. Commissioners had a brief facilities question about whether a children's museum display could use the committee room; staff agreed to research the logistics and report back.
What’s next: commissioners will review the detailed FY2027 proposal, submit questions to staff and the budget committee, and return to the May meeting where staff expects the commission to consider adoption prior to the July 1 fiscal-year start.
