Council approves TIP amendments for Middletown, Westbrook and district signal upgrades

Rob presented an amendment for Middletown (project 82330) that adds a construction entry in 2027 for $4,000,000 (80/20 state/federal) to implement roadway improvements and a one‑way westbound reconfiguration near Route 9 to reduce congestion and improve safety. The council voted to approve the amendment by voice vote; no opposition or abstentions were recorded.
The council then approved three line‑item changes for Westbrook’s Route 1 bridge (project 154127). The project now includes AC conversions and increases to the construction scope and cost, reflecting discovery that support structure rehabilitation is required beneath the deck in addition to the deck replacement. Members discussed the project’s history and longevity; the motion carried by voice/raised hands.
Finally, the board approved a districtwide traffic signal safety improvements package (project 172549) that converts a previously state‑funded job to federal funding to free state dollars for other uses. Rob noted the work includes new controllers, signal heads and updated software to return signals to a state of good repair.
Other actions during the TIP discussion included approval of the Section 5310 priority list (mobility management, feeder service and taxi voucher programs) and a letter of support for a Hadam Main Street sidewalks application under the rural transportation program. Staff said the draft TIP is on public notice with a public meeting planned for April 29 and that the board will consider formal adoption at its May meeting after the comment period ends.
