Vista reports low vacancy rates in 2025 under AB 2561; no statutory threshold met

Staff attributed low vacancies to open recruiting, eligibility lists, internal promotions and active engagement with local schools and job fairs.
Because this was a public hearing item required by state law, the council closed the hearing after the staff presentation; no policy changes were adopted.
