Fernley council clears Duffy Road vacation; developer agrees to consider keeping Duffy Road name continuous

On April 15, 2026, the Fernley City Council approved a Type 1 vacation request (T1B25001) from M4 Victory Development LLC that will allow the developer to abandon roughly 0.53 miles of existing Duffy Road and proceed with construction of a new roadway, Innovation Drive, approximately one mile long.
Alex Lopez Martinez, project manager, told the council the relinquished portion is approximately 0.53 miles and that a temporary public-access easement and a maintenance agreement will be recorded before demolition. He said the developer, MarkV Capital, has provided a construction-security bond and that approvals from the Nevada Department of Transportation and the Nevada Division of Environmental Protection will be required for roadway and sewer work.
During public comment, longtime resident John Duffy asked the council to keep Duffy Road contiguous and urged the city to rename the new section to preserve local continuity. After a short legal briefing, the developer indicated it would consider naming the segment Duffy Road if emergency-service stakeholders supported that approach and if county partners cooperated. Councilman Mendoza moved to approve the vacation with a condition to keep Duffy Road continuous where feasible; Councilman Hannon seconded and the motion passed unanimously.
The planning commission had recommended the vacation, and staff noted that the action is in accordance with the development agreement DA220001 (recorded July 29, 2024). As presented, the replacement Innovation Drive will be a six-lane road at the Nevada Pacific Parkway connection that narrows to four lanes further east. The city will retain portions of the existing Duffy Road (under the I-80 underpass and west of Nevada Pacific Parkway) and will require the maintenance and liability responsibilities be assumed by the developer until Innovation Drive is accepted by the city.
Next steps: the maintenance/access agreement will be finalized and recorded prior to demolition or construction; required NDOT and NDEP approvals remain outstanding. The council-recorded motion included the naming continuity condition requested by the public subject to coordination with county emergency services.
