County authorizes application for State 'Pro Housing' designation to boost grant competitiveness

Ventura County’s Planning Division on April 28 asked the Board of Supervisors to authorize the county’s application to the California Department of Housing and Community Development (HCD) for the Pro Housing Designation. The designation unlocks exclusive funding competitions and priority consideration for state housing programs.
Assistant Planner Joy Werner described the application process, the seven required appendices, and a self‑scoring sheet. Werner said the county has worked with HCD since March 2025 and must demonstrate policies that exceed state minimums in favorable zoning, acceleration of production, reduced development cost/timeframes and financial subsidies. The county’s self‑assessment anticipates roughly 93 points (threshold to receive the designation is 30).
Werner said the county must complete a 30‑day public review after board authorization, consolidate comments, and submit to HCD. County staff noted that the designation may be required for some upcoming homelessness funding (HAP) and that receiving the designation would give priority for HCD funding programs like AHSC and IIG. The Board approved staff’s recommended actions unanimously and authorized public release of the draft application for comment.
