Council approves sewer, crack‑sealing and wayfinding contracts, plus appointments and claims list

The Clinton City Council adopted multiple routine but operationally important motions on April 28, approving bid acceptances, contracts and appointments.
Council approved a resolution accepting the bid and awarding the contract for Project A‑2026 (North 5th Street Sewer Separation from 4th Avenue North to 6th Avenue North). Council member Winter moved adoption; the motion carried on roll call.
A resolution accepting a bid and awarding the contract for Project M‑2026 (Crack Sealing) was approved after the public hearing and roll call.
Council discussed wayfinding signs (Project N‑2025). Council member Karns said the package includes 85 new signs, removal of the old signs and many mounted in concrete; there was concern about the apparent high cost, and members noted the project came in under earlier budget projections tied to 2025 borrowing. Council member Auburn moved to accept the rebid; the motion passed on roll call.
The consent agenda passed by roll call after item 17 (an RFP) was pulled to highlight a tight timeline; the council reminded prospective bidders that RFP responses are due May 7 at 2:00 p.m. The council also approved the mayor's board and commission appointments, including appointments to the Human Rights Commission and the Neighborhood Improvement Committee, and accepted the claims list.
Separately, the council set a public hearing date for authorization of general obligation capital loan notes related to wastewater plant work and discussed timing for outstanding wastewater contracts to reach completion.
