Council approves Humane Society contract and debates tougher penalties for repeat animal‑control offenders

The Clinton City Council adopted a resolution approving a contract for charitable animal care services with the Clinton Humane Society, and it added a Humane Society liaison to the council's 2026 appointments.

During audience comment, Celeste Robbins defended the Humane Society against what she called false claims circulating about the organization, and she urged council acceptance of the proposed MOU because it "gives the PD and the city options" and enhances public safety since Oct. 1.

Council considered first reading of an ordinance amending Chapter 91 (Animal Protection and Control), which adds authority to seek civil penalties when a person who previously required an impound causes subsequent public expense. The proposal was described as targeting repeat offenders and not intended for first offenses.

Council member Winter proposed changing enforcement language from "may" to "shall" to require citations in second‑offense cases. City counsel and Major Davis of the Clinton Police Department recommended retaining "may" to preserve prosecutorial and enforcement discretion, noting court costs and mitigating circumstances. Major Davis said staff will document decisions and that discretion would be reviewed if enforcement practices become inconsistent.

Council approved the ordinance for first consideration with the understanding city staff will monitor enforcement and return with suggested changes if necessary. The Humane Society contract and liaison appointment were approved by roll call.
