Land Bank readies statements on several town‑meeting articles, flags stormwater and housing items

Staff told the commission April 28 that a number of April/May town‑meeting articles may directly or indirectly affect the Land Bank and warranted attention.
Items highlighted included a $126 million appropriation for the Our Islands Home property, a $26 million school athletic facilities package (noted as primarily a school article and not Land Bank property), $7 million for town employee housing design and construction costs and a general bylaw creating a stormwater‑management utility. Staff said the Land Bank may be asked to comment on or provide factual statements at town meeting and that any public statement would be tightly scripted (e.g., numbers of employees and the share of staff housed by the Land Bank rather than an advocacy position).
Commissioners discussed an MOU with Sconset Trust that currently prohibits parking on Land Bank property; one commissioner proposed allowing a single ADA parking space and staff said they would seek a revision that permits one accessible space or, if feasible, place the space in the road layout instead of on Land Bank land.
Staff will prepare short, factual statements for commissioners to use at town meeting and will follow up on whether changes to MOU language are required to permit one accessible parking space if needed.
