The commission voted to table a proposal April 28 to open a curb cut and add a small parking area at Sovereign’s property after staff walked the site and presented two potential curb‑cut options.
Staff said the site had a former road alignment and that limited parking (two or so spaces) was technically feasible but would require creation of a driveway. Commissioners raised several concerns: the deeper path appears to have old headstones and potential unmarked graves, converting a trail to a road would change the character and ecology of the parcel, and trail connectivity to Mill Hill and other Land Bank properties requires broader planning.
One commissioner suggested expanding or improving existing parking near the cemetery instead of creating parking in the field. Given these concerns, a motion to table the item for further evaluation, including master‑planning context and a neighborhood review, carried by voice vote.
Staff will follow up with additional analysis and bring possible alternatives back to a future meeting.
