Facilities director reports 85% site work complete on Rutherford County Regional Forensic Center

Director Dodd told the Property Management Committee that the Rutherford County Regional Forensic Center remains under active construction and provided a multi-trade progress update.
"The overall site work remains at 85%. The storm water swells, retaining ponds are complete at 90%. The roof installation and metal work is 95% complete," Director Dodd said, listing storefront glazing at about 75% complete, interior mechanical/plumbing rough-ins around 90%, drywall at about 80%, and an available contingency balance of $398,000.
Committee members asked several operational questions. Commissioner Anthony Johnson asked whether paving for the clerk's drive-thru would include a third lane on G Street; Director Dodd confirmed the clerk's paving is included and noted a separate contract will cover G Street work. Commissioners also raised concerns about the sound levels of rooftop chillers near nearby residences; Director Dodd said the team had performed a mechanical evaluation but did not have noise-level measurements at the meeting and indicated staff would follow up on decibel specifications.
Director Dodd reported attorneys are expected to execute a contract with Reeves Young within about two weeks, after which a pre-construction meeting will be scheduled and construction intent letters issued. He said EMS site work is pad-ready and both the EMS station and clerk's office expansion should move forward within the next two weeks, subject to contract execution.
The committee voted to receive the facilities report. Staff will return with any contract or schedule updates and will address outstanding clarifications such as chiller decibel measurements and final paving contract details.
