San Rafael planning panel approves 193-unit, 100% affordable building at 555 Northgate Drive

San Rafael Planning Commission voted unanimously April 28 to approve an environmental and design review permit for a seven-story residential building at 555 Northgate Drive that will provide 193 units, all below-market-rate, and two on-site manager units.

Consultant planner Kristina Rackley summarized the proposal, saying the project is "100% affordable" and described a 235,701-square-foot building with 153 low-income units, 38 moderate-income units and two manager units. Rackley said the development proposes 150 vehicle parking spaces, 122 bicycle parking spaces, two courtyards and amenities including a mailroom, community room, co-work space and fitness facilities.

The project relies on state density bonus rules (SB 330), Rackley said, seeking three benefits: unlimited density because the site is within a half-mile of a major transit stop, an additional height bonus and no minimum parking requirement.
