Commission reviews 2040 General Plan annual report and forwards 2026–31 CIP as consistent

Planning staff presented the 2040 General Plan annual report for 2025 and reviewed the proposed 2026–31 Capital Improvement Program (CIP) for consistency with the plan at the April 23 meeting.
Senior planner Amy Yang summarized the General Plan’s vision and six guiding principles—sustainable and responsible growth; resiliency and climate action; safe, equitable, inclusive and just city; regional economic hub; livability and sense of place; and an interconnected, accessible city—and highlighted projects that exemplify those principles, including the Del Rio Trail, Franklin Boulevard complete streets, the Sacramento Urban Forest Plan and multiple infill and housing projects.
Yang said Appendix B of the annual report lists status updates for the plan’s 79 implementing actions and Appendix C tracks nine sustainability and equity indicators. Staff noted areas needing improvement, including public transit and active‑transportation mode share and rising housing cost burdens, while calling out improvements such as increased publicly accessible EV chargers and VMT reductions per person.
For the CIP review, staff identified 12 new capital projects for 2026–31 (mostly park improvements and one programmatic landfill post‑closure maintenance item) and recommended the commission forward a finding of general plan consistency to council. Vice Chair Kaden moved the consistency finding and Commissioner Blunt seconded; the commission voted to forward the recommendation to council for its May 12 budget/CIP hearing.
The item was advisory; the commission’s consistency finding will be transmitted to city council for inclusion in the budget and CIP adoption process.
