Council to gather more information on allowing large family child care before deciding

City planners briefed the council on state guidance that defines 'small' and 'large' family child care and how local zoning must align with those definitions. Staff explained that small family child cares are allowed by right up to eight children in many districts; the state's large family child care category allows up to 12 children and imposes additional licensing, staffing and facility requirements.
Planners proposed allowing large family child care by right in some commercial districts (college/university or hospital districts) and using a special-exception process for residential zones to address neighborhood impacts (parking, queuing and outdoor space). Council members raised questions about yard area, indoor/outdoor space requirements and county licensure that governs staffing and health/safety standards. Several council members requested additional research and asked staff to bring a fuller packet back on April 27.
Council took no final action and instructed staff to return with additional details about district impacts, specific licensing requirements and model conditions that could mitigate neighborhood concerns.
