Salisbury council approves bond resolution, multiple ordinances and appointments

The Salisbury City Council adopted several measures during its April 13, 2026 legislative session.
Resolution 3471: The council approved Resolution 3471 authorizing the city to issue a tax-exempt general obligation installment bond in an original principal amount not to exceed $2,800,000 (subject to reduction). The resolution authorizes a private direct-purchase by Calvin B. Taylor Banking Company of Berlin, Maryland, and pledges the city’s full faith and credit; staff said a list of projects financed by the bond was included in the packet.
Consent agenda and appointments: Council approved the consent agenda, which included work-session and legislative minutes and three appointments: Isabel Wilks to the Sustainability Advisory Committee (term ending April 2029); Robert Reed to the Youth Development Advisory Committee (term ending April 2029); and Colin Grant to the Parks and Recreation Committee (term ending March 2029).
Procurements and capital items: The council approved procurement items presented by the Department of Procurement, specifically ITB 26126 (two Pierce fire engines, total $2,567,772), ITB 25115 (Motorola radios for the police department procured via a state co-op), RFP 26102 (lead service line replacement engineering services) and a capital-lease master agreement for the Department of Finance to set lease rates for budgeted capital items.
Ordinances: Council approved second reading for Ordinance 2986 (budget amendment of $8,834 to the fire department operating account), Ordinance 2987 (acceptance of an $18,358 grant from the Franklin P. and Arthur W. Perdue Foundation Inc. for turnout gear bags), and Ordinance 2988 (authority for the mayor to amend authorized positions in the FY26 general fund budget). Ordinances 2989 and 2990 were presented for first reading (grant acceptances totaling $6,972 and $31,642 respectively) and moved forward for additional consideration.
Votes and procedure: For most items council members signified support verbally ("I") as recorded in the meeting. Where staff or council members asked procedural clarifying questions (for example, whether the bond packet included a project list), staff confirmed the attachments were included.
