At its April meeting the Middletown Board of Estimate and Contract recorded sealed and open bids for street, patch and stone materials, moved routine motions, and approved several budget and intermunicipal items by voice vote.
Bids and procurement steps: The board opened bids for asphalt and patch materials (E. Tetzner & Sons, Tilcon, Callahan Industries) and for sand, gravel and crushed stone (Dick's Concrete; E. T. Etch & Son; Aidan Mining; Quarry Management; Callanan Industries). The board moved to recommend the opened bids to the Common Council and the Commissioner of Public Works for review. The bids included a range of FOB and delivered prices; some vendors submitted pickup-only quotes and some items had no bid.
Donations and grants: The board accepted a $250 donation from the Middletown Lions Club to support a city fishing derby and accepted items valued at $16,300 from the Orange County Department of Health (to be selected via Lakeshore Learning) for sensory-room equipment at the recreation center and toddler programming.
Agreements and program approvals: The board authorized an intermunicipal agreement for use of the Port Jervis firearms training range, approved the 2025 Fire Department LOSAP list, and authorized an agreement with the County of Orange for additional transportation funding of $11,316.35.
CDBG and fund defeasement: Staff reported that the city’s CDBG Section 108 obligation is fully paid; the board approved transferring $14,670.30 from the CDBG fund balance to defease the obligation.
Surplus property: The board declared a 2012 Ford F250 surplus and authorized sale by Auctions International, citing repair costs that would exceed $12,000.
Disposition: Nearly all motions were made, seconded and approved by voice vote; when a formal roll call occurred for the HVAC transfer item the board recorded votes verbally and approved the appropriation. The opened procurement bids will be forwarded to the Common Council and the Commissioner of Public Works for review and next steps.
