Boulder City Council approves 25-year franchise agreement with Southwest Gas

The Boulder City City Council voted unanimously to approve Bill 2098, adopting franchise agreement 2026-044 with Southwest Gas Corporation. Gary Poindexter, Public Works and Utilities Director, told the council the new 25-year agreement runs through 2051 and continues a 5% gross revenue franchise fee.
"The new 25-year agreement runs through 2051, continues a 5% gross revenue franchise fee," Poindexter said while summarizing the terms, noting the agreement sets parameters for how and where Southwest Gas may install and maintain natural-gas infrastructure in city rights-of-way.
Poindexter said the city and the utility had been operating under prior terms after the city's previous agreement, approved in 2002, expired in 2022 while a successor was negotiated. The new contract formalizes a long-term operating framework and clarifies maintenance, installation and enforcement elements connected to work within city right-of-ways.
A council member moved to approve Bill 2098; after a second the motion carried by voice vote with unanimous assent.
The council then opened a second public-comment period; several speakers used that time to raise concerns about a separate proposed data center and asked the council to delay other related land-management decisions until environmental reviews and additional public input are completed.
