Council approves 2026-27 CDBG and HOME annual action plan

At the May 12 meeting the City Council held a public hearing and approved the proposed 2026-27 Consolidated Plan Annual Action Plan that governs how federal Community Development Block Grant (CDBG) and HOME funds will be spent. HUD allocated roughly $1.12 million in CDBG and about $486,000 in HOME funds for Santa Monica this fiscal year.
Staff's recommended allocations included $500,000 toward replacing the Virginia Avenue Park playground (including new shade structures), $319,000 for targeted park improvements in CDBG-eligible areas (including Gondar Park basketball court replacement), $50,000 for small-business façade/tenant-improvement assistance in low/moderate-income commercial areas, $170,000 for outreach services to people experiencing homelessness, and $400,000 for tenant‑based rental assistance. Administrative and CHDO set-asides complete the plan.
Council approved submission of the action plan to HUD and authorized the city manager to execute necessary documents before the upcoming HUD deadline.
