Staff said the vendor offered a pre-March-31 discount that reduces year-one costs to a gross $9,817. After accounting for an estimated $4,300 offset from a benefits-channel license, the net first-year cost was reported as approximately $5,517; recurring annual licensing thereafter was estimated at about $650. Staff said the vendor will not require payment until the new fiscal year and implementation work could begin after contracting.
Alderman Pool moved that the net cost be charged to the administrative budget (not split among departments); the motion was seconded and passed. Board members noted the vendor's contract shows an initial 60-month term with renewal options and a 30-day cancellation window at renewal.
The board recorded the voice vote as carrying the motion (transcript indicates a 3–2 split on support). Staff will finalize the contract, complete implementation, and include the net cost in the FY27 budget outlays.
