Roswell awards Farm Trace stormwater contract to low bidder Chatfield Contracting

Mr. Watson, representing the city's stormwater program, presented the Farm Trace Storm Water Construction Project as the top-ranked stormwater capital-improvement project. He said the work will replace multiple sections of failed corrugated metal pipe, install catch basins and junction/headwalls, and replace failed CMP with reinforced concrete pipe, which staff prefers for its longer lifespan.
The city solicited bids from five pre-qualified stormwater contractors and received three responses ranging from $380,229.74 to $461,290; staff recommended awarding the task order to the low bidder, Chatfield Contracting Incorporated, at $380,229.74 and presented a contingency and total budget authorization of $418,253 to cover unforeseen conditions.
Council Member Alan Cells asked technical questions about pipe rehabilitation types (cured-in-place lining versus structural concrete or pre-cast replacement). Mr. Watson explained the methods and described tradeoffs in constructability and longevity. After discussion, the committee approved the award unanimously.
Staff noted the project is on the stormwater CIP and that construction details, contingencies and final contracting will be managed by the stormwater utility and public works procurement processes.
