Zephyrhills CRA approves purchase of blighted corner lots for redevelopment

The Community Redevelopment Agency voted April 27 to purchase two Parker family lots on the corner of 12th and 6th, a parcel city staff said has been a longstanding code‑enforcement problem.
Miss Hamilton, the CRA director, told the board the property has been subject to code enforcement and that appraisals returned a value of about $70,000. Staff proposed offering up to 10% over appraisal plus closing costs to secure title and assemble adjacent lots for a showcase redevelopment that could include alley improvements and parking strategies.
Board members stressed the need for contextual, neighborhood‑sensitive development if the parcels are redeveloped. Commissioner comments emphasized using planning and design guidelines, pre‑approved building plans and incentives to encourage owner‑occupied or missing‑middle housing rather than out‑of‑scale structures.
Council authorized the purchase and an amended motion allowing the city manager to execute sale documents; code enforcement will clear the dangerous structure and market the cleared lots once title issues are resolved.
