Council awards $162,924 contract for spring paving; ADA ramps could reduce coverage

Seaford — The City Council voted to award the spring 2026 street‑paving contract to the low bidder listed in the staff packet for $162,924.15, covering work at multiple locations including repair around a catch basin at the Curiosity Shop, additional parking at Hooper's Landing and paving and striping of several neighborhood streets.

City staff told council they received four bids and the low bidder was listed as Delm Marva (also referenced as Delm Mara) Paving; the total low bid reported was $162,924.15. "We have worked with Delm Marva Pavings many times in the past," the presenter said.

Council members asked whether the bid included modification of curbs for wheelchair accessibility. Staff responded that curb ramps would be implemented "if it's necessary," and noted a current per‑ramp cost estimate of about $7,500, which reduces how much paving can be completed in a given year when ramps are required.

Councilman Alan Quillin moved to award the bid to the low bidder in the amount presented; Councilwoman Stephanie Grasset seconded and the motion passed unanimously on voice vote.

Why it matters: The award funds surface repairs on multiple neighborhood streets and small community sites. Inclusion of ADA ramp upgrades could reduce the total linear footage of paving completed under this contract if ramps must be rebuilt to meet compliance.
