The Lassen County Board of Supervisors voted to introduce an ordinance that would enact a $25 fee per parcel for assessment-appeal applications, a step officials said is intended to deter serial or mass filings that consume staff time.
Deputy Clerk Michelle Daga, who clerks the assessment appeals board, said there has previously been no filing fee and that in past years a single appellant submitted dozens of applications (one year she said she received 77 applications and another 55 from a second appellant). "There has never been a fee implemented," Daga said, adding that a $25 fee was recommended by county counsel after comparing other rural counties.
Board members asked whether the fee would cover staff time and whether it could be adjusted in the future. Daga said $25 is a starting point and the ordinance could be amended later after a time-and-cost study. The motion at the meeting was to introduce the ordinance, waive the second reading and continue adoption to the next meeting (the clerk said the item would return on April 28 for adoption).
