Incline Village CAB reviews rewritten bylaws and welcomes new member Mike O'Neal

The Incline Village Citizen Advisory Board reviewed extensive bylaws updates and announced a new member, while staff explained how residents can review and comment on the draft.

Chair Roxanna Dunn said the CAB’s bylaws — last updated in 2015 — were rewritten by the district attorney’s office and will be submitted to the Washoe County Board of County Commissioners in June. Staff demonstrated the county’s Community Input Portal and pointed members to a survey and a posted draft of the standard bylaws.

Diane Becker, who recently moved to Reno, was acknowledged for years of service; the board said she is no longer eligible to serve under the updated jurisdictional rules. Mike O'Neal introduced himself as the CAB’s newest member; he said he works for the Incline Village community and business association and has lived in the area since age 18.

Meeting logistics: Alexandra Wilson, the county’s commissioner-support program liaison, said next month’s CAB meeting will be held at the UC Davis Science Center (adjacent to the Placer Library) because the library is being used for early voting. The CAB asked members to check the community input portal and the county website and to submit comments on the draft bylaws.

Why it matters: the draft bylaws add training requirements for CAB members (open-meeting law basics and meeting management), clarify scope and meeting procedures, and aim to increase community input compared with the earlier bylaws that emphasized development review. Staff said the DA’s office reviewed the draft and that a summary of major changes was available on the portal.

Next steps: staff will forward the draft and summary to CAB members and the Board of County Commissioners; CAB members were asked to review the draft and provide comments through the community input portal prior to the June BCC consideration.
