The Corinth City Council unanimously approved Ordinance 26-05-07-15 to amend the zoning and development regulations for Area B of Planned Development (PD) No. 49, a roughly 2.3-acre parcel at the northwest corner of Kearns Parkway and Shady Rest. The change amends the base zoning from MXR (mixed-use residential) to MXC (mixed-use commercial) and adds PD-specific design standards.
Melissa Daley, introduced in the meeting as the city’s director of planning, community and economic development, told the council the comprehensive plan and the 2025 Downtown Corinth plan support mixed-use, transit-oriented development on this corridor but that staff negotiated site-specific modifications to ensure neighborhood compatibility. Staff’s recommendation includes a two-story maximum for buildings in this PD (instead of the 4–6 stories the TOD guidance allows at the core), required architectural articulation and fenestration on all publicly accessible sides, shared parking, and a prohibition on drive-through service at the corner restaurant to encourage pedestrian activity.
Developer representative Adam Burke identified his firm and said they intend to operate the project and aim for neighborhood-serving retail and office space and a restaurant at the corner. Burke said the design emphasizes pedestrian connectivity, internal circulation and shared parking and described buildings sized at roughly 5,500–6,000 square feet.
The Planning and Zoning Commission had approved the amendment unanimously in April. After the presentation and a public hearing with no members of the public speaking, a council member moved to adopt Ordinance 26-05-07-15 (case ZAPD26-0016-PD49 Goddard School amendment) and the council voted unanimously in favor.
Staff noted the approved PD includes specific modifications from the MXC standard—most prominently the two‑story maximum, fenestration requirements and the prohibition of drive-through uses for the corner restaurant. The council congratulated the applicant and the motion passed without recorded opposition.
