County OKs project-space use by consultant TRC for Kimberly-Clark connector under strict terms

Commissioners discussed allowing TRC, the client representative for the Kimberly-Clark Connector project, to use space in the county engineer's office on a limited basis to support design and coordination for the connector road.
The engineer said the Western Reserve Port Authority secured an All Ohio Futures Fund grant for the project and the Department of Development requires a client's representative; TRC will serve in that role and would operate out of the engineer's office one to two days per week. "The agreement is very clear that they are only able to use that space ... as it relates to this particular large project," Bill D'Amico of the prosecutor's office said, noting TRC will carry workers' compensation and other liability coverage.
The board discussed access controls and duration. The engineer said TRC would not receive key-fob access and would need an employee to escort them into the building; the anticipated on-site period could extend up to four years because of project scope and grant conditions. Commissioners signaled conditional approval so long as the prosecutor's office approves the final agreement language.
Next steps: finalize the written agreement that limits TRC's use to project-related activities, confirms insurance and indemnity responsibilities and specifies access protocols; return to the board for final authorization if necessary.
