County project staff told the Board of Supervisors that additional scope and risk mitigation — not oversight failure — account for the proposed change orders on the county’s 360 implementation.
Caitlyn Zinger, the project manager overseeing the 360 rollout, said the county already completed phase one (financials) and is now implementing phase two, which covers payroll and human-capital management. She told the board that new requirements — including a health-benefits plug-in and complicated payroll scenarios such as firefighters’ 56-hour pay cycles — required additional configuration and time. “This decision to extend is simply just a risk mitigation strategy to ensure we deliver a stable and fully functional system,” Zinger said.
Zinger clarified that the advertised amendments are not double the original contract but are significant because the county added functionality since the contract began. Board members expressed concern about the total program cost shown in the materials (an original agreement figure near $7.5 million and a revised total near $13.5 million after amendments) and said they expected staff to be prepared to answer those questions.
The board accepted the presentation and proceeded with consent votes on other items; staff said they would provide further detail if requested.
