Hickman County school board adopts a policy to wait for certified results in future officer elections; immediate postponement motion fails

Doug Lane introduced changes to Policy 1.200 and read proposed language to add the legislative representative to officer elections and to postpone officer elections "until the first meeting after the election is certified by the election commission" in the event of a runoff. The board discussed whether to change policy immediately to address the current runoff or to use a temporary waiver for this cycle.
Supporters of an immediate rule change argued the policy would remove subjectivity in situations where a seat’s occupant is uncertain after a runoff. Opponents said altering policy mid-election is undesirable and suggested a temporary waiver or delaying a formal policy amendment until a future meeting.
A motion to postpone tonight’s officer election until the county certified the District 2C runoff was made and voted on at the meeting; that motion did not carry. Board members then voted on separate future-facing language asking staff to draft formal wording requiring officer elections to wait until certification; the board approved that policy change on a subsequent vote, 6–1. The board asked Miss Shelton to formalize the language for the required first and second readings.
The board proceeded with officer nominations following the policy discussion. Tim Hobs was nominated for board chair and was selected by the board’s nominations and voting process. Sher Baker was nominated and approved by acclamation as vice chair. The board also named Tim Hobs and Sherry (Sher) Baker as legislative representatives by acclamation.
The votes and recorded discussion made a distinction between an immediate, procedural postponement tied to this election and a permanent policy change. The board’s decision requires staff to draft precise policy language for a future formal vote and records the board preference that officer elections occur after election results are certified in any future contested-seat situations.
The meeting will include the formal policy language as a later agenda item for first and second readings and final adoption.
