South Wheatley Street reconstruction in Ridgeland funded by Madison County and ARPA, Hemphill Construction awarded contract

Lambert, with Benchmark Engineering Survey, updated the Madison County board on the South Wheatley Street reconstruction project in Ridgeland, saying the city received a $3 million reimbursable grant from Madison County and $487,000 in ARPA funds to support the work. "The city of Ridgeland received a $3 million reimbursable grant from the Madison County as well as $487,000 in ARPA funds," Lambert said.
Lambert said design began in November 2024 and finished in August 2025; the project was let and awarded to Hemphill Construction and is currently under construction in phase two between Ring Road and Peach Orchard Road. The overall scope includes a road diet to reduce unnecessary turn lanes, new sidewalks for pedestrians, signal upgrades, overlay and road reconstruction, repair of failed curb, storm drain improvements, sewer improvements and incidental work.
The project team intends to finish construction by September of this year. Lambert said the goal is "to get out of there with a much better Wheatley Street." No formal board vote or amendment was recorded during the update. The immediate implementation status is active construction under the awarded contract to Hemphill; the board asked questions but did not change the project scope during the presentation.
