Pearland City Council unanimously approved Resolution R2026-72 on April 27 to enter a multiple-use agreement with the Texas Department of Transportation (TxDOT) for the Shadow Creek Ranch Parkway landscaping, street lighting, sidewalk work and related pedestrian bridges.
Staff explained the item had been before council previously and that TxDOT requested specific language changes to the city resolution (including how the agency wished to be referenced and explicit inclusion of the pedestrian bridge) even though the executed agreement already addressed the matters. Councilmembers questioned why the language exchange required repeated returns to the council and suggested asking TxDOT for the precise phrasing earlier in the process to avoid additional hearings. Staff said they would forward TxDOT's preferred language prior to future agenda placement to reduce iterative trips.
After discussion about timing and the practical need to match TxDOT templates, council voted 6-0 to approve the resolution.
