Board adopts formal framework for reuse and disposition of closed school properties

The Washoe County School District Board unanimously approved a new reuse and disposition framework on April 28 that will guide how closed school properties are evaluated, repurposed or sold.
Deputy Superintendent Tiffany McMaster and Chief Operating Officer Adam Cersei described a phased process that begins with staff analysis of internal and external reuse options, includes a baseline site dossier and public calls for proposals, and integrates robust community engagement. The framework is grounded in Board Policy 7086 and complies with NRS chapters 277 and 393 when external sale or lease to private parties is considered.
"This framework is to provide a transparent and repeatable process that can be used to guide all Washoe County School District repurposing decisions moving forward," McMaster said. Adam Cersei emphasized that community notification and a centralized information portal will be used to reach neighbors, nonprofits and potential partners who are not typical school stakeholders.
Deputy Chief General Counsel Kevin Pic explained the legal pathways for internal reuse (no external sale required) and external conveyances, which require appraisals, board resolutions and a public bidding or approval process under state law.
The board approved the framework and directed staff to apply the process to closed properties and to publish site dossiers and proposal criteria when a property is moved to an external reuse pathway.
What happens next: Staff will prepare and publish a baseline dossier for any closed site proposed for external reuse and begin the community‑engagement phases spelled out in the framework.
