Oakland advances telecom ordinance, adopts cybersecurity policy and approves sewer grant

Telecommunications ordinance: Planning staff presented Ordinance 2026‑01 on first reading to amend the Land Development Code so limited monopole towers may be sited on town property, increase the allowable tower height up to 150 feet and establish a 1.5‑mile separation requirement between towers. Staff said the change targets a specific town parcel behind the public safety building near the school and would require future special‑exception public hearings and an RFP that specifies monopole designs and collocation options.
"The industry standard is about 150 ft," the planner said during the presentation, adding the code change is intended to balance coverage improvements with neighborhood protections. Commissioners noted the monopole requirement, the ability to collocate multiple carriers and the potential lease revenue for the town. One commissioner called the revenue potential "one heck of a revenue generator."
The commission approved the ordinance on first reading; a second and final public hearing is scheduled May 12.
Cybersecurity resolution: The commission unanimously adopted Resolution 2026‑01 to implement a cybersecurity policy and accompanying procedures required by Florida Statute section 282.3185. Staff explained auditors requested the town adopt a formal policy and that the resolution and attachments will cover the town and the charter school for audit purposes.
Consent agenda: Commissioners approved the consent agenda, which included the April 14 minutes, several appointments including swearing in Jennifer Ty to the Planning & Zoning Board, and acceptance of grant agreement SR014 for a $2 million sewer project. A commissioner publicly thanked Mike Parker and staff for securing the fast‑moving sewer grant.
Next steps: The telecom ordinance’s second public hearing is set for May 12; cybersecurity policy is effective upon adoption and will be included in audit materials; the sewer grant will proceed under the town’s project and procurement processes.
