Jamestown council advances routine resolutions, approves infrastructure contracts and bond anticipation notes

The Jamestown City Council spent the latter portion of its voting session on a slate of routine finance and public-safety resolutions, approving multiple grant acceptances, travel authorizations, equipment purchases and contracts while reiterating that a proposed local law to exceed the tax cap would be subject to a separate public hearing.
Among the items presented were:
• A resolution supporting the Department of Development’s application to Southern Tier West for Appalachian Regional Commission area development funding.
• Travel and training authorizations for city staff and police personnel, including DCJS seminar attendance, a LEIU conference, and a New York State law-enforcement recognition event; several of those trips were to be paid with grant funds or under the city’s section 77-B policy.
• Acceptance of a state grant to participate in the STRIVE program (state funding noted in the meeting).
• A resolution accepting a $75,000 award for the Jamestown Police Department to purchase a tire and fund SWAT training.
• Capital and maintenance contracts: a low bid award for ADA sidewalk ramps (Junior’s Design Build LLC) for $158,425 (as stated in the meeting) and a Winning Tree LLC contract for concrete right-of-way work bid at $255,250 to be funded through CHIPS funds. Council also authorized the purchase of a four-wheel-drive Chevy Silverado for the Parks Department (not-to-exceed $59,735) and authorized an engine overhaul for Fire Department Engine 5; some financial figures in the transcript were garbled and are noted as not specified below.
• The board requested bond anticipation notes in the amount of $1,500,000 to fund design and engineering of the water pump station project; council members noted the Board of Public Utilities had approved the item earlier.
Most resolutions were presented by committee chairs and then called for roll-call confirmation; the meeting record shows affirmative roll-call responses for the items taken up during the session. Several items were explicitly stated to be subject to corporation-council review as to form.
The local law authorizing a property-tax levy in excess of the cap (local law number two of 2026) was read as part of new business and will be automatically tabled for 30 days unless the mayor files a letter of necessity. The council did not adopt the local law during this meeting.
