On benefits, members compared current language to administrative practice and noted that some school-year-only hourly employees are prorated and do not meet Affordable Care Act thresholds for minimum value coverage; the group discussed recruitment implications and whether changing proration or spouse-coverage options is financially feasible. The committee agreed to revisit specific 3419 language after the RA plan decision and to confirm which components are self-funded (for example, dental and vision) versus fully insured.
Leave policies drew several clarifications: FMLA language follows federal requirements, the committee agreed to adopt more generous organ donor leave language offered in the packet, and members clarified administrative handling of subpoenas and jury/parental-custody testimony (district employees may be excused with procedural guidance). The rarely used unpaid leave to serve as an election official was discussed anecdotally but left largely unchanged.
On procurement, the committee favored keeping a three-quote requirement for larger purchases but asked staff to add exceptions for single-vendor scenarios, emergencies, and cases where three qualified vendors are not reasonably available. Participants said competitive bidding improved outcomes in recent projects and recommended retaining that standard while documenting exceptions.
Staff were asked to return with: (1) recommended edits to 3419 after RA-plan determinations; (2) clarified leave language that aligns with practice and state law; and (3) procurement language that specifies thresholds and exceptions.
