Pampa approves animal-services agreement to assist Memphis with euthanasia services

The Pampa City Commission approved an animal-services agreement with the city of Memphis under which Memphis would transport certain animals to Pampa for euthanasia services when Memphis lacks certified personnel.
Chief Massie explained that Memphis has sought help because it currently lacks staff certified to perform euthanasia in some cases involving dangerous dogs. The agreement mirrors similar interlocal agreements Pampa holds with Clarendon and Howard and would cover the city’s labor and drug costs for performing the service; the Memphis chief told Pampa staff they would return animals to their city after the procedure, staff said.
Staff acknowledged that current fees charged to partner cities may not fully cover costs and said the agreement sets the charge at $35 per animal; staff indicated a plan to raise other partner-contract fees at upcoming renewals to better cover costs. Commissioners approved the agreement by voice vote.
The agreement is intended to provide a short-term operational solution while Memphis pursues its own staffing and certification needs.
