Navasota City Council reviews capital improvements plan and parks master plan; consultants urge phased approach and grant pursuit

Consultants working with the city of Navasota told the City Council on April 27 that a new capital improvements plan (CIP) and a parks, recreation, trails and open space master plan should guide phased investments and pursuit of external funding rather than mandate immediate construction of every listed project.
Ron Cox of Ron Cox Consulting said the CIP was developed through staff and council workshops and a dot-voting prioritization exercise in which red dots marked projects for years 1–5, blue for years 6–10 and yellow for 10 years or more. He told the council that the dot process produced a manageable list, and that "those top five to eight maybe are the ones that I would expect us to be talking a lot about over the course of the next couple months as we go through budget workshops," giving staff direction on where to focus grant searches and budgeting.
