The Washington Court House City Council on April 22 moved a package of development and infrastructure measures forward, including placing Ordinance 07-2026 (to establish eight residential incentive districts) on second reading and advancing resolutions to authorize a resurfacing contract and to oppose a proposed electric distribution-rate increase.
City Manager Joseph J. Dinnen, who delivered the administration’s report, said the incentive-district proposal is intended to support housing development, public-infrastructure work and expansion of community reinvestment areas. “Your commitment has allowed us to continue to move forward with the Fillmore construction contract for the 2026 Street and Alley resurfacing program,” Dinnen said. Council members voted to advance the measure procedurally, allowing additional review before final consideration.
Votes at a glance
- Ordinance 07-2026 (establish eight incentive districts): Motion to place on second reading carried by roll call (recorded yes votes: Johnson, Gwynn, Osborne, Blair, Schultz). Outcome: moved to second reading (procedural).
- Resolution R14-2026 (authorize city manager to award contract to Fillmore for 2026 street and alley resurfacing): Motion to place on first reading carried by roll call (recorded yes votes: Johnson, Gwynn, Osborne, Blair, Schultz). Outcome: advanced to first reading; action would authorize the contract when adopted.
- Resolution R15-2026 (oppose AEP Ohio distribution-rate request): Motion to place on first reading carried by roll call (recorded yes votes: Johnson, Lynch, Osborne, Blair, Shields). Outcome: advanced to first reading; the resolution requests the Public Utilities Commission of Ohio deny the utilities’ request.
- Resolution R16-2026 (acknowledge Fayette County All Natural Hazard Mitigation Plan): Motion to place on first reading carried by roll call (recorded yes votes: Johnson, Lynch, Osborne, Blair, Shields). Outcome: advanced to first reading.
- Ordinance 08-2026 (amend low-speed micromobility device rules) and Ordinance 09-2026 (amend electric-bicycle rules): Both were placed on first reading with affirmative roll-call votes and will return for further consideration.
Council conducted the votes as procedural steps to move measures through the legislative process; none of the ordinances listed were adopted on final reading during this meeting. Several items were described in the Service, Safety and Recreation Committee report that prompted the motions — including a committee recommendation to award the resurfacing bid to Fillmore Construction and a committee request that Council express opposition to the proposed electric rate increase.
The meeting record shows multiple committee recommendations will return to Council as formal legislation; the council’s roll-call votes at this meeting were procedural approvals to move those items along the review and adoption timeline. The council adjourned after brief additional comments praising library services and noting upcoming community events.
Next steps: Ordinance 07-2026 will appear for a second-reading consideration at a future meeting; the resolutions and other ordinances moved to first reading will return for further review and votes.
