Clinton County Legislature approves slate of contracts, personnel changes and transit applications

The Clinton County Legislature met April 22, 2026, and approved a broad package of resolutions authorizing contracts, staffing actions and grant applications, the presiding chair said.
The legislature moved and carried a sequence of resolutions (Nos. 267–306) that included contract authorizations for environmental and engineering services, airport maintenance and parking agreements, transit management and grant applications for Clinton County Public Transit, and several personnel actions across the sheriff's office, social services, information technology and highway departments. The chair noted most items were placed on the agenda following committee recommendations.
Why it matters: The approved contracts and appropriations will enable ongoing infrastructure and service work across county departments, from courthouse and campus projects to transit operations and airport services. The personnel resolutions create or backfill a number of permanent and temporary positions in public safety and social services, which the legislature characterized as part of regular staffing management.
Committee reports and local updates preceded the votes. A Buildings and Grounds committee member reported committee meetings and recommended Resolutions 267 and 268 authorizing contracts related to Bluffpoint Campus and courthouse courtroom projects. The Transportation committee reported it had discussed an amendment with First Transit Incorporated and a Transit Ready New York grant application for Clinton County Public Transit; those items were moved onto the agenda.
Public comment was limited. Joe Gadway of Standish Road, Sarin, introduced himself and said he was attending the session to observe. Staff reports (delivered by Miss Geller) noted that the Sandy Road water district will close April 23 to enable project work and that a painting from the Moore building will be relocated on May 4. The legislature also heard a Board of Health update flagging a nursing staff shortage at the Clinton County Health Department and a Chamber of Commerce update on lodging and short-term rental data.

Most motions were moved and seconded by county legislators and carried following roll-call or voice votes; occasional individual opposition was recorded on some personnel items but did not change outcomes. The meeting included a brief executive session to discuss lease of real property and employment history of certain individuals; the body returned to open session and adjourned.
The legislature scheduled several committee meetings and reported tentative dates for follow-up sessions on finance, transportation and personnel matters. No large-scale policy changes were adopted; the session primarily processed committee-recommended contracts, personnel approvals and routine appropriations.
