Council hears Title VI/LEP transit plan update; FTA has approved plan with no changes

Nancy Ellis presented the City Council with the required three-year update to the transit Title VI and Limited English Proficiency (LEP) plan, saying the document is unchanged from the 2022 plan and that the Federal Transit Administration has approved the submission.
“Our transit service is required to have a Title 6 LEP plan. Every 3 years it needs to be updated and reviewed by FTA for compliance with federal laws,” Ellis said. “Nothing has changed from the 2022 Title Six plan ... we still received no complaints. We haven't noticed any discrimination.”
Ellis said the service provider in Grand Forks has already submitted the plan to the FTA and that FTA approval has been received; the city is being asked to adopt the plan because Grand Forks is the service provider. Council had no questions and took no further action during the work session.
Next steps: because the provider and FTA have completed their reviews, council may adopt the plan at a subsequent formal meeting or record acceptance as the city’s transit service requirement is administrative and recurring.
