Plaquemines Parish Council approves LA 406 DOTD agreement, generator bid acceptance and routine permits

The Plaquemines Parish Council approved a series of resolutions and ordinances on April 23, including a resolution authorizing the parish president to enter an intergovernmental agreement with the Louisiana Department of Transportation and Development for state project H016857 (LA 406 patching / LA 23 Green Trails Drive).
Administration explained that Representative Brogue had appropriated $250,000 for a lighting project in the area but the lighting project exceeded that amount; the council voted to shift the appropriation from lighting to road safety work (striping, patching and reflective bumpers). Council approved the suspension and final passage votes by an 8-0 margin.
Other items passed by unanimous vote included authorization to accept bids for parish-wide generators (one-year contracts) and approvals for multiple beer and liquor licenses for businesses in Belle Chasse, Port Sulphur, Venice and Empire. A construction permit application for drilling in Breton Sound (Locks LLC) passed on a 6-2 vote, with Mr. Champagne and one other member recorded as abstaining.
The council also approved a number of second-reading ordinances and resolutions related to land resubdivisions, zoning map changes, budget amendments and legal settlements, and approved an assignment of a lease for Port Eads and the minutes from the April 9, 2026 meeting. Several items were deferred for follow-up, including franchise-agreement discussions with Entergy.
