Commission approves CEA amendment to pursue federal funding for Westbank Rail Realignment

The Plaquemines Port Harbor and Terminal District voted unanimously to approve Amendment No. 2 to a cooperative endeavor agreement among Jefferson Parish, the City of Gretna, and the Plaquemines Port Harbor Terminal District. The amendment authorizes pre-application activities needed to solicit federal funding for the Westbank Rail Realignment Project.
Matthew Martinac introduced himself and described the intergovernmental collaboration behind the amendment; he said he had met individually with multiple commissioners in advance and stood ready to answer questions. Commissioners thanked Martinac for outreach and said the collaborative CEA structure reflects cooperation among the three entities to advance the project.
Chairman Newsham called the vote; the motion passed 8–0.
