Low bid of $856,000 wins Lancaster–Meyer roundabout contract; council approves award

Rathdrum — Staff recommended and the council authorized a construction contract award to Interstate Concrete & Asphalt for the Lancaster–Meyer single‑lane roundabout project after a public bid opening produced a lower‑than‑expected price.
Kevin, staff engineer, said the project’s consultant produced an engineer’s estimate of roughly $1.44 million. The low responsive bid came in at about $856,000. “If you want to be really good at math, you’ll just say that we just saved generally $600,000 based on what our estimate is compared to what the actual low bid is,” Kevin said. Staff and the city’s consultant recommended the city accept the lowest responsible bid and authorize the mayor to sign the contract once bonds and insurance are received.
Council moved and seconded the award and approved the contract; the expenditure will be charged to the project’s impact‑fee and capital budgets. Staff noted the project will include crosswalk push‑button flashers, overhead roadway illumination and a security camera.
What’s next: Staff will finalize contract documents and request the performance bond and certificate of insurance before construction notice to proceed is issued. Construction contingencies were discussed and a 15% contingency will be held for unforeseen items.
