During the April 21 budget work session Corrales' fire chief described escalating wildfire risk and the village’s potential financial exposure for suppression costs if a major blaze occurs inside village boundaries.
"We would be obligated to full suppression costs of the Bossi if it was to catch fire," the chief said, explaining that federal/state coverage depends on where a fire starts and whether specific thresholds for federal assistance are met.
The chief told council that suppression costs can be high when heavy equipment and aircraft are required and that municipal responsibility can fall on the village even when the land is federally managed, depending on annexation and jurisdictional circumstances. He urged council to consider a formal contingency posture — for example, a council‑designated special fund seeded by sweep proceeds or a set‑aside in the village LGIP (invested) balance — to avoid having to cut core services in the event of a large suppression bill.
Administration outlined options: (1) a council resolution designating a fixed contingency set‑aside in LGIP that is only touched for qualifying emergencies, (2) a special fund seeded monthly or from one‑time sweep receipts, and (3) building contingency via phased contributions as part of year‑end carryovers. Councilors asked staff to draft proposal language and to estimate seed amounts that would be meaningful given recent suppression cost examples.
No action was taken during the work session; staff will return with draft resolutions and with scenarios that show how various seed amounts would affect liquidity and planned capital programs.
