EDA reviews housing program participation, POPS construction and sewer capacity planning

City staff briefed the New Prague Economic Development Authority on housing programs, development activity and infrastructure planning during the Nov. 9 meeting.
Ken, speaking for staff, said New Prague would participate again in the MHFA 2026 Minnesota City Participation Program after meeting the city’s quota with two loans committed. He emphasized there is no local monetary contribution required from the city beyond the annual application and promotion to lenders; Scott County CDA handles participation for the Scott County portion of the city.
On permits, Ken reported no new single-family home permits in August and 57 total housing units recorded for the year (54 apartments and three single-family), with one recent single-family permit application pending. He also reported POPS construction began Nov. 4 with a projected completion in fall 2026 and that the facility does not plan concerts during 2026; downtown roof and awning repairs were also noted.
Josh, in the director’s report, described an ongoing strategic planning process with a draft slated for the board in December. He flagged sanitary sewer capacity as a near-term planning priority: "we are running out of capacity in our current pipes and we need to start doing something about it," he said, summarizing a sanitary sewer study completed earlier in 2025. Staff plan to work with the city council over the next six months to a year to set an area charge rate to fund trunk expansion and repayment tied to annexation and platting.
Members discussed the cadence of Scott County CDA business retention visits, which generally pause in November–December and resume in February, and staff confirmed outreach coordination for December and spring follow-up.
The board had no further business and adjourned after the updates.
