West Chicago committee approves $128,344 contract for water and sewer rate study

The West Chicago Infrastructure Committee voted May 7 to approve a contract award for a 2026 water and sewer rate study in an amount not to exceed $128,344.
Staff told the committee the study was requested to assess whether built-in year-over-year rate increases are sufficient to cover planned capital improvements and operations over the next five years, including major projects such as a water tower replacement. The city issued a request for qualifications by invitation, invited nine firms and received six submittals. Staff said evaluators scored proposals using five weighted criteria — staff capabilities (40%), technical project approach (20%), workload capacity (10%), similar-project experience (20%) and past-client recommendation (10%) — and that the Stantec and EEI team ranked first.
On funding, staff said the study was not budgeted and recommended paying the $128,344 expense by reallocating small amounts from several existing water and sewer projects rather than charging a single account. Staff said the goal is to present findings to the full city council at the Oct. 5 meeting, though delays could push that date later.
After staff answered questions about budget source and schedule, the committee approved the contract by recorded vote.
