Committee advances zoning amendment for review, leaves off-street parking rules unchanged

At a public hearing on April 29, the Oneida County Planning and Development Committee considered Ordinance Amendment #13-2025, which would change portions of Chapter 9 of the Oneida County Zoning and Shoreland Protection Ordinance related to administrative review, sanitary permits and the county’s Tourist Rooming House rules.
Planning and Zoning Director Karl Jennrich said the hearing notice was published in the Northwoods River News on April 14 and 21, 2026, posted at the courthouse bulletin board and mailed to interested parties; an affidavit of mailing and the mailing list are in the file. Jennrich read the proposed ordinance language into the record. No members of the public spoke during the formal public hearing on the amendment; later in the meeting four people spoke during the separate public-comment agenda item (the transcript lists Carol Warden, Eric Rempala, Kelly Kraetsch and Joel Skjerven but does not record their remarks).
On a motion by Dan Hess, seconded by Bob Almekinder, the committee voted unanimously to approve the amendment for preparation in resolution format and to bring it back to the committee for review. The record does not show the committee approving final adoption; the motion advanced the draft for further committee consideration.
Separately, staff briefed the committee on a review of Section 9.77 (Off-Street Parking and Loading Space). A memo was sent to town governments and staff reported receiving responses from five towns; those responses were read into the record by Jennrich. After discussion the committee voted (motion by Billy Fried, second by Dan Hess) to leave Section 9.77 unchanged.
The committee also approved a 60-day extension for review of a conditional use permit application for 103 Elm Street LLC (motion by Dan Hess, second by Bob Almekinder) and approved a single refund request in the amount of $344 (motion by Dan Hess, second by Bob Almekinder). The committee elected Dan Hess vice chair earlier in the meeting. The committee adjourned at 1:39 p.m.
