At a concurrent drainage trustees meeting May 4, Wright County supervisors acting as trustees approved joint drainage assessments with Hamilton County, approved a package of drainage claims and work orders, and discussed inconsistent practices for beaver-dam removal and bounty claims.
Trustees approved the joint assessment for Joint Drainage District 61-9 (Hamilton) with the total levied and Wright County’s share presented in the minutes. Drainage administrator Courtney Morris presented five claims and two work orders totaling amounts listed in the minutes; trustees approved the claims and directed payment.
Policy discussion: trustees identified gaps in documentation, enforcement and consistency related to beaver-dam removals, especially for claims outside district boundaries. The trustees discussed concerns about paying bounties due to fraud risk and uneven effectiveness in controlling beaver populations. They directed Morris to draft a clearer, consistent framework for review within two weeks. The proposed measures discussed included pre-approved work orders, explicit landowner authorization for work within districts, and better documentation such as GPS coordinates, photos and required licenses.
Next steps: trustees asked staff to bring a draft policy and recommended procedures back to the board in two weeks for consideration. Drainage claims and invoices approved at the meeting will proceed for payment as recorded in the minutes.
