Justice Robert Dennis asked the committee to begin work on county zoning for wind turbines "before it becomes an issue," urging setbacks, road‑repair responsibility and clear conditions be defined before developers negotiate leases with landowners.
"We need to regulate it now and not later," Dennis said, naming road widening and who pays to strengthen roads for heavy equipment as immediate questions. Other justices warned the body does not have subject‑matter experts on technical matters and recommended soliciting input and legal review before drafting local rules.
Several members noted Washington County's existing CUP (conditional use permit) and large‑scale development processes already require review, and one justice referenced a 2025 state measure that sets setback formulas tied to maximum blade height. Others pointed to examples in neighboring counties where early inaction allowed rapid deployment.
The committee did not adopt formal policy at the meeting but directed discussion to continue and recommended coordination with planning staff and technical experts to define potential setbacks, road agreements and other standards prior to any leases or applications arriving for formal review.
