Council approves FY25 budget amendment, utility easement acquisition and pool‑inspection authority; appoints two MMD board members

Budget amendment and interfund transfer
Council adopted FY25 Budget Amendment No. 2, which added approximately $2.38 million to the fiscal year budget. The amendment included grant awards (police CIT staffing and SAFER grant for fire staffing), replacement of a totaled police vehicle, a Northgate district manager position, emergency Hollowman Drive culvert/drainage repairs, donor‑funded park improvements, and a $15 million interfund transfer from the Electric Operating Fund to Electric Capital to avoid issuing debt for electric capital projects. The ordinance and the transfer passed unanimously.
Utility easements and eminent domain resolution
Council approved a resolution authorizing a friendly condemnation process to acquire two public utility easements (roughly 1.69 acres total) from Post Oak Mall, needed to reroute electric transmission as part of TxDOT’s State Highway 6 widening project. Staff said the initial appraisal‑based offer was $529,776 and that the mall owner requested condemnation for logistical reasons (tenant/holder consents, clear chain of title); council voted in favor of the resolution.
Public pool inspection ordinance
To standardize public pool permitting and inspections, council adopted an ordinance authorizing the Brazos County Health District to permit pools (including HOA pools) and perform pre‑operational, annual and complaint‑driven inspections. Inspections will be pass/fail and pools with imminent hazards must close until corrected; permit holders retain appeal rights to the health district process.
Appointments to Rock Prairie Management District board
Council approved appointments (positions 4 and 5) to the Rock Prairie Management District board: Samuel Kerbell (position 4) and Logan Lee (position 5), each with terms running through June 1, 2029.

All formal votes recorded during the meeting were unanimous in favor of the motions or ordinances presented (consent agenda, budget amendment, utility easement resolution, pool ordinance, and board appointments). No votes failed or were tabled during the regular agenda before adjournment.
Implementation notes
Staff will carry the budget amendment into the financial system, proceed with the interfund transfer, and coordinate the easement acquisition process with the city attorney and Post Oak Mall representatives. The Brazos County Health District will publish permit requirements and inspection schedules following ordinance implementation.
