The commission examined the land-use chart for office, retail and service uses and asked staff to correct several table entries that had RV1/RV2 permissions reversed.
Members directed that neighborhood commercial (NC) should permit class‑1 restaurants (coffee/quick‑service) in appropriate locations and that tasting rooms could be allowed in NC, TC and PC provided parking requirements are met. The commission also discussed personal services such as music or art instruction and whether those uses should remain conditional in mixed‑use buildings or be treated as home occupations depending on the scale of activity.
Commissioners emphasized that any new retail or tasting-room use will have to meet on‑site parking standards at permitting and that new commercial development (not a rehabilitation of an existing use) must come before the planning commission for site review. Staff will flip the incorrectly marked NP/P entries in the table, cross‑reference the written use definitions and return with a corrected draft.
