Neighbors decry years of blasting, erosion and noise as Planning Commission approves Lake Ridge preliminary plat with immediate stabilization amendment

The commission approved a preliminary plat for the Lake Ridge subdivision on April 28 after extended public comment from nearby residents who detailed recurring blasting, erosion, sediment build‑up in a local lake and past enforcement actions by the Alabama Department of Environmental Management. Several neighbors urged denial and urged the city to stabilize the site and remediate silt and drainage problems before allowing further work.

Speakers said they had endured intermittent construction and blasting for years, alleged sedimentation in the lake that had clogged a relief standpipe, and described a history of contractor failures that left hazards and uncompleted infrastructure. One frequent public commenter, Jonathan Reichel, said the neighborhood had suffered “four years of disrupted lives” and alleged the developer had been repeatedly noncompliant with erosion controls.

Developer representatives (Chao Han and Mike Ma) acknowledged delays and contractor problems, said much of the difficulty stemmed from rock and blasting challenges, and told the commission they were willing to work with the city and comply with required remediation and code requirements. Staff reiterated prior concerns about fire access and erosion control.

During deliberations the commission amended a proposed approval to explicitly require immediate slope stabilization, removal of silt from the lake, repair of the standpipe and remediation tied to approval. The amended motion passed on a voice vote; the record includes at least one negative vote with a commissioner noting the project’s troubled history. Engineering and final plans will determine the exact remediation and construction sequencing before final plat acceptance.
